Civil protection in an emergency

The lecture explains how civil protection works in Germany and what this means in concrete terms for citizens. First, the basics of civil protection and disaster control are explained: who is responsible in an emergency, how do the federal, state and local authorities interact and how have these structures developed over time? A special focus is placed on new dangers and scenarios that characterize civil protection today - including extreme weather events, prolonged power outages, pandemics, cyber attacks or hybrid threats in the context of international crises.
Building on this, the tasks and limits of state provision and the personal responsibility of the population are examined: What does the state do, what should citizens prepare themselves and why is resilience a community issue?
Finally, the European Union Civil Protection Mechanism (UCPM) is presented, which shows how states support each other, what help is possible in the event of a disaster and what role European cooperation will play in the future.
The aim is to make security tangible and provide orientation in the event of an emergency.
In cooperation with the Europa Zentrum Baden-Württemberg/Europe Direct Stuttgart and as part of the series "Future issues in society and politics: civil protection, defense and climate protection in focus" of the adult education centers in Freiburg, Stuttgart and Ulm - registration required.
